IBU is led by Dr. Mindaugas Balčiūnas, an experienced Lithuanian basketball executive, researcher, and educator whose professional career combines basketball governance, scientific research, international cooperation, and the development of innovative basketball education systems.

Dr. Balčiūnas has held senior leadership positions in Lithuanian basketball for more than 12 years, including serving as Secretary General and subsequently President of the Lithuanian Basketball Federation.

His academic work has focused on the scientific foundations of basketball training and athlete development. His doctoral research examined the effectiveness of applying optimal training loads, contributing to a deeper understanding of training methodologies and the development of young basketball players.

He has also developed and scientifically validated a monitoring system for assessing the preparedness and development of young basketball players, providing a research-based foundation for systematic evaluation and long-term player development.

Building on his experience in basketball governance, science, and education, Dr. Balčiūnas has developed IBU’s international network of basketball experts and organizational partners.

Under his leadership, IBU has established interconnected platforms for basketball coach education, youth player testing, international youth tournaments, and academic degree studies. These initiatives are inspired by Lithuanian basketball methodology and designed to make its knowledge and experience accessible to the international basketball community.

His vision is to position IBU as a global platform where basketball science, education, and professional expertise come together to support the sustainable development of basketball worldwide.
